These data were collected in an effort to establish a basis for comparison between the Spouse in Canada Class (Inland) Permanent Residency Undertaking and comparable programs in other developed, English-speaking countries. They reveal that applicants to Canada's Inland PR program face delays that are significantly greater than any other of these comparable jurisdictions. This setback should not be solely be blamed on lack of resources, as the fees to apply for Canadian Inland PR are higher than at least 2 of the other countries that were researched. What exactly is the hold-up?
Let's do the math. If ten thousand families are suffering emotionally and financially because CIC is strained to assign more resources to this stream, then we are tripping over dollars to pick up pennies; more than 90% of applicants in this stream are eventually approved and these families need a second income not only to make ends meet, but to give their spouses the dignity of making a contribution to the Canadian society that they intend to permanently associate themselves with.
Hypothetically, if an additional $2000 in fees will allow my spouse to start working 6 months sooner, even with a minimum wage job (Approximately $20,000 gross per year), that is a $8000, or a 4-to-1 ratio of return on investment. The more the spouse earns, the more pronounced this ratio becomes. Efficient processing of the Inland stream is good policy, and a sound investment in Canadian families.
